Sheehan was born in 1944 or 1945.
He received a masters degree in education from Governors state University and a bachelors degree from St. Josephs College.
1. Early career. (Начало карьеры)
Sheikhan worked as a high school teacher and coach from 1967 to 1971. From 1971 to 1979, he worked as an officer in the Chicago police Department.

In 1979, Sheehan was elected an Alderman from Chicagos 19th ward, taking office on the Chicago city Council on April 16, 1979.
He was re-elected in 1983 and 1987.
During Harold Washingtons mayoral Council war, Sheehan was a member of Vrdoljak 29, a bloc of aldermen led by Edward Vrdoljak who stood in opposition to Washington. Among the Washington mayors, Sheehan even talked about a possible transition to the Republican party.
During the period when Eugene Sawyer was mayor, he was considered a supporter of the mayor. He was also considered a political ally of mayor Richard M. Daly.

Allegations of corruption have a negative impact on the prospects of reelection of the incumbent Republican James E. Ogradys. Ultimately, ogradi failed to fulfill his 1986 campaign promise to end politics and corruption in the cook County Sheriffs office and became unpopular with his constituents.
During the 1990 election campaign, a cook County correctional officer was shot and seriously injured while putting up signs for Sheehan outside a South side bar. For this he was arrested three men, including an employee of the correctional colony that supported the fence. This led to a decline in support for Ogradys the election. In addition, shortly after that, there was an incident when Sheehan shot at the election office.
In 1990, Sheehan defeated ogradi by a wide margin. Ogradi suffered one of the biggest defeats that a Republican candidate has experienced in an election in cook County in years. Sheehan managed to defeat ogradi in 24 of the Countys 30 suburban counties and in every Chicago County. Sheehan even managed to capture many of the counts Republican strongholds.

Sheehan was re-elected in 1994, 1998 and 2002.
In the beginning of his tenure, he received praise for the fact that he led a much less corrupt Sheriffs office than his predecessors. To "clean up" the office, he stopped the practice of soliciting political contributions from Sheriffs employees and fired dozens of "Ghost employees" who were paid for not showing up for work. He also put an end to the long-standing corrupt part-time parliamentary program.
Sheehan has received praise for programs such as a boot camp for aspiring criminals. It has also been criticized for ill-treatment of prisoners by prison guards.
Sheehan regularly butted heads with members of the cook County Board of commissioners.
In November 2005, he announced that he would not seek re-election the following year. His term of office expires in December 2006.

Shehan and his wife, Nancy, have six children: Kathy, Michael, Terrence, Timothy, Patrick, and Ryan.
His brother James "skinny" Sheehan is a civic leader in southwest Chicago. Richard M. Daley appointed him Director of Chicago special events in 1993. He would be Dalys assistant for a long time to come. James is on the Board of Directors of the Chicago Special Olympics.
